SERVER-118549 looked into stepdown-only suites that used kill_primary_jscore_passthrough_exclude_files_base instead of a stepdown dedicated exclusion list. 

{{jstests/core/**/geo_s2ordering.js}} appears compatible with stepdown-only suites and may not need to be excluded.

Please review whether the additional coverage justifies changing the exclusion configuration for this single test.
