Enable Change Streams pre/post images at the cluster level

      Today, pre/post images are enabled per collection and cannot be enabled at the cluster level. To configure pre/post images for all collections in a cluster, they must be enabled collection by collection. This creates an ongoing burden as newly added collections must be configuered manually and if a collection is missed, pre/post images will be missed.
