UnorderedTicketSemaphore::acquire ignored the boolean result from _permits.waitUntil. With a short explicit deadline, a waiter awakened by a newly released permit could be mistaken for a deadline expiration because deadline == until. This could return a false timeout even though a ticket was available

As part of this ticket we should check the waitUntil result and enter the timeout path only when !waitResult && deadline == until.
