The main changes are in src/mongo/executor/network_interface_factory.h and src/mongo/executor/network_interface_factory.cpp, everything else is just updating callsites to use the new options structs, removing parameters that were previously taking default values.

This is preparation work for SERVER-134134 where we'll want to add a new option, but removes some tech debt regardless.
