There are a number of tests that are excluded from the primary driven index build suite with the stated reason being that primary index builds are not resumable. Primary driven index builds are resumable; a number of these tags were removed in SERVER-125827, but this targeted only tests that were excluded with the primary_driven_index_builds_incompatible_due_to_abort_on_step_up tag. I think that these were missed because they use the primary_driven_index_builds_incompatible.
