Update comments referencing SERVER-89953 and SERVER-119573

      After SERVER-136162 disabled the ListIndexesAlwaysIncludesSimpleCollation feature flag, some of the C++ code comments referencing SERVER-89953 and SERVER-119573 are stale.

       

      We should update those comments to reflect:

      • SERVER-89953 was only included in some 9.0/9.1 releases and later reverted.
      • We however need to keep the index normalization code until 10.0 is last LTS for mixed version compatibility. Create a TODO to remove it afterwards.
      • The TODO for SERVER-119573 can be removed since after SERVER-89953 was reverted the listIndexes specs are compatible with the storage format.
