SERVER-95057 made the grid connection pool use the MinPoolSize or MinPoolSizeForConfigServer parameters to address outage. However, this created a possibility of connection storms on the config nodes if the parameters are not correctly configured following an upgrade. We should introduce new parameters (default of 1 and 32767, same as the pool size parameters) specifically for this connection pool.
