Prior to SERVER-75063/SERVER-125913, planner_access hosted an ad-hoc bounds extractor for clustered index scans. SERVER-125913 made this bounds extractor more capable but otherwise continued this pattern.
With SERVER-127890/SERVER-125911 and SERVER-125912, collection scans now handle even non-contiguous RecordId ranges, enabling them to re-use the IndexBoundsBuilder. This has several advantages:
- reduces code duplication
- and the required testing surface
- brings clustered collscans to capaility parity wrt. regular index scans (see eg. SERVER-62707)
