Stop LRUKeyValue::_verifyBudget() from invoking the store-wide InsertionEvictionListener::onClear() when repairing a single partition's budget. The repair path (empty list but positive budget) currently calls LRUBudgetTracker::onClear(), which notifies the listener — so QueryStatsStoreInsertionEvictionListener::onClear() decrements the global byte metric and zeroes the global entry-count metric even though only one partition is being repaired.
Fix by resetting that partition's budget silently (a resetCurrentBudget()-style helper on LRUBudgetTracker) so the repair no longer touches store-wide metrics. No other behavior change.
