every time resmoke runs it calls the tss_session method to create a token.

that token is used throughout the rest of the run of that task.

However, we've been alerted that it means we use about 40K such tokens each day (likely the amount of times resmoke runs each day).

The problem is it burns down our org allocation of tokens.

We should find a way to have resmoke get this token outside of the resmoke task itself.

Maybe have a cron task that runs every half hour and updates the token into an evergreen project param that all tasks will read from. (currently the TTL of the token is 1 hour). That should move from ~48K tokens per day to just 48.
