Fixes the artifact collision behind [BF-46681](https://jira.mongodb.org/browse/BF-46681). `package` and `crypt_lib_package` uploaded their `Packages` archives to the same S3 key, allowing crypt-only packages to replace the server RPM/DEB archive consumed by SELinux, package testing, publishing, and release staging.

Move the crypt archive and its publishing consumer under `${project}/mongo_crypt/...`, preserving the existing server archive path. Add `--package-kind` to `package_test.py` and its container runner: server tests now reject crypt-only archives, while `test_crypt_packages` explicitly requests `crypt_v1`.

Validation: 80 package-test unit tests pass, including a regression that failed before the fix; artifact-path consistency checks, YAML parsing, and `bazel run format` pass. Full Evergreen configuration validation fails on an unresolved `enterprise-rhel8-arm64-debug-tsan-compile` anchor, reproduced on the unchanged base revision.
