Reverts the auto-revert in #64063, restoring #63928 (SERVER-111404) together with its Windows test fix #64057 (SERVER-136571).

#63928 was auto-reverted for the Windows `buildscripts_test` failure in `buildscripts/tests/test_gdb_rbe_sysroot.py`. #64057 had already fixed that by skipping the test classes on non-Linux platforms (`gdb_rbe_sysroot.py` only runs on Linux spawn hosts), but it landed shortly before the revert and was reverted along with it because the two conflicted. The diff here is identical to the tree at ef3d2697eea for every affected file.
