This will require a migration of EngFlow workflows to use virtual tasks in generate.tasks and call virtual_tasks.complete from the runner instead of the current approach of generating result-fetching tasks that each allocate a host.

Once migration is complete, the old generate.tasks result-task workflow can be deprecated.
