Repurposed so that we add a build variant for pipelined oplog application. We're excluding a few suites that are currently incompatible.

Add passthrough testing for:

• Ordinary unprepared transactions
• Txns that have more than one oplog entry that are linked with prevOpTime
• Txns that have an embedded DDL entry
• Retryable writes

This may mean new suites. It may mean adding a new build variant that runs existing DSC suites with the POA feature flag turned on.
