Restore the editor clang-format wrapper from SERVER-136634 / #64105, which was reverted by #64194 after `buildscripts_test` failed on Windows. The first commit reverses revert commit `2b6b5fd4fd5e8b176d04f1668bbf4f73b00c2613`; the second adds a Windows `unittest.skipIf` guard to `TestClangFormatVSCode`.

The tests already exclude Windows in their Bazel target, but resmoke's `buildscripts_test` discovers and runs the Python module directly. Its generated Bash fixtures use POSIX paths and permissions and were written with Windows line endings, causing all eight tests to fail. The Python-level guard applies the same platform restriction to both test runners, preserving the wrapper and its Linux coverage.
