See thread. The idea is that we might be able to associate a validator buffer with an OperationContext instead of using thread_local. The win here is we do not need the ScopedThreadBuffer type, and we are guaranteed to have exactly one buffer per thread.

This may have implications for POA; what if we want more than one validator buffer per thread?
