clang-cl cannot compile several existing source patterns that work with GCC, Clang, or MSVC. Use Boost's portable integer path in `fle_numeric.cpp`, cache its decimal coefficient limit, use non-constexpr WinLDAP function aliases, move the `RecipientStateMachine` destructor out of line, use the declared fail-point value type, and add compiler-specific inline/source-location guards.

Extracted from #63670 as an independent PR targeting master. These changes do not enable cross builds.
