Currently, we only check the return status of the last FCBIS attempt and fall back to logical if it returned InvalidSyncSource. However, if we did select a sync source but that sync source failed FCBIS for another reason such as being unable to open the backup cursor, it still may be a valid target for LIS. As a result, we should consider expanding the "fallback to LIS" category to capture all of these potential cases where we think LIS would still succeed. We should also consider expanding the check to not just rely solely on the last attempt.

      Acceptance Criteria

Create a list of error codes that we might want also want to catch to fallback to LIS. Consider ways to check against not just the last FCBIS attempt to eliminate raciness.
