Rebrand 'Incremental Feature Rollout' flags

      IFR-style feature flags are increasingly recommended as the default flag type, and can be moved directly to the 'release' phase without ever participating in an incremental rollout. The 'Incremental' in the name suggests incremental rollout is required. Consider renaming these to 'Rollout Flags' or 'Feature Rollout' flags across docs (README_feature_flags.md), IDL, and code.
