Copy Mongo’s Protobuf compiler workaround to mongodb-forks

      SERVER-126322 added a compiler workaround to Mongo’s vendored Protobuf. A later toolchain revert commented out the flag.

      Copy the current versions of build_defs/BUILD.bazel and build_defs/cpp_opts.bzl to mongodb-forks/protobuf so the fork retains these changes. Keep the flag commented out, as it is in Mongo today.
