Streams nightly release builds need more memory than the release xlarge host provides. Move `compile_and_archive_dist_test_TG`, `streams_build_and_push`, and `streams_build_debug` to `release-amazon2023-latest-m6i-8xlarge` in `streams_release.yml`.

Keep local and remote Bazel build actions on the pinned AL2023.3 container using `MONGO_HERMETIC_CONTAINER_DISTRO`, while Maven and other host-side setup use the latest host image. Update Streams debug-symbol packaging to resolve the shell wrapper symlink and copy its matching debug file into the archive as `mongo.debug`.
