The rename_collection_race_with_create_coll_droptarget_true.js concurrency FSM implements a primitive mutex to avoid conflicts with other FSM threads. However:
- This mutex isn't fair, so an unlucky thread may get overtaken by other threads that arrived later.
- On slow variants (e.g. TSAN+balancer), those other threads end up holding the mutex for a while (e.g. ~1 minute).
Because of this an unlucky thread can fail to acquire the lock for 10 minutes and make the test fail.
