The DDL stress fuzzer can hang while checking router and shard metadata. A catalog lookup queues a request on the fixture's mock network that receives no response, so the current input cannot finish.
Fix the hang while keeping the metadata and chunk ownership checks enabled. Add a regression test for the blocked lookup, verify that a short fuzzing run completes multiple inputs, and check that the worker threads and fixture shut down cleanly.
