ldap_authz_bind.js has been failing for a long time in the RHEL 10 variants because those platforms have OpenSSL 3, which no longer supports the SHA1 CA certificates that the ldap_authz_bind.js test has to validate when running its TLS tests. We should therefore disable the TLS tests on those platforms with OpenSSL 3, as is already done on newer branches.
