      Parse stubCommands at startup. Add a new error code, and return it at the mongod and mongos CommandNotFound chokepoints, including for explain. No extension is needed; use the test stub file.

      As part of this ticket, we should also consider how the 'featureFlag' field is no longer restricted to only IFR.
