For older release branches, we made the query-optimization-owned fuzzers deterministic by having an evergreen task that uses a fixed seed and a fixed jstestfuzz git sha.

We are also removing the non-deterministic evergreen tasks in the process.

The last branch this was done was 8.3, using the following pair of PRs:

So this task is about doing the same for any currently-existing release branches after 8.3, so 9.0 at the time of this writing.
