BF-46779 tracks repeated unit-test link failures on atlas-amazon2023-arm64 and enterprise-amazon2023-arm64 in mongodb-mongo-v8.3-staging. Streams unit-test binaries link cached s2n objects that reference EVP_MD_CTX_get_size_ex, while the AL2023.3 link hosts provide OpenSSL 3.0.8. The cached objects were built with newer OpenSSL headers; the exact producer environment has not been verified.

Disable Streams in Bazel for development and release builds. Make the disable_streams and streams_release_build build settings non-command-line-configurable, with Streams disabled. Mark Streams C++ libraries and binaries incompatible in the shared Bazel rules so general unit-test builds exclude them. Remove Streams Evergreen variants, tasks, aliases, module configuration, and build/publish scripts.

Retain all C++ source, IDL, JavaScript tests, private third-party dependencies, and the SBOM without changes. The final PR contains 33 build/Evergreen files. This is a v8.3-only change; Master Affected remains No.

      Implementation: PR #64637, head 5913b4494ced2e25784dfe981cae419d6db1b9f4.
      Failure: BF-46779.
Validation: formatting and Evergreen YAML validation pass. Evaluated development and nightly configurations contain no Streams tasks, variants, modules, or alias. Configured mongod dependencies contain no Streams targets. All 144 library/binary targets in the Streams execution-test package are marked incompatible. Fresh required patch for the build-only revision has been submitted; results are pending. Earlier removal-patch results do not validate this revised implementation.

Acceptance: affected ARM64 builds no longer compile or link Streams unit-test binaries; general server, Atlas, Windows, sanitizer and integration tasks continue to pass.
