      Reenable the feature featureFlagChangeStreamReaderV2 in 9.0.6.
      The feature was enabled for 9.0.0 and 9.0.1, but was disabled in 9.0.2 after bugs were found with the initial implementation.
      Our goal is to reenable the flag so that 9.0 users will ultimately be able to get the benefits of the change stream improvements from SPM-1941.
      A requirement for this is a successful rollout of 9.0.5 on Atlas with the flag reenabled (just on Atlas).
