      Windows cross builds now select the Linux WASI SDK for their execution platform and run Linux build tools through RBE. Windows downloads can strip execute permissions. A shared shell template stages executable compiler, archiver, and linker tools, preserves compiler paths, normalizes temporary directories, and cleans up safely.

      The change also fixes Windows Python hydration, repository compiler flags, generator PATH handling, macOS SDK selection, and MozJS warnings.
