Capture compiler and linker versions in build provenance and verify production releases against a shared platform map. test_packages independently checks current builds using the primary build command and Evergreen task metadata; historical published packages remain exempt.

Resubmit SERVER-137505 after #65183 with native and cross macOS on LLVM 19.1.7. Both use -dead_strip to prevent empty sections from corrupting LLD compact-unwind tables.

Escape generated macOS tool paths and align production detection and Windows test expectations with the compile wrapper. Windows version capture remains deferred.
