SERVER-90448 introduced the relaxed mode in resharding to remediate collection UUID mismatches. With the flag enabled starting in 8.1 and 9.0 being the last LTS, remove the flag and its gating so relaxed mode is always available. Audit flag call sites, tests, and configuration.
