PathArrayness::isIndexEligibleToAddToPathArrayness excludes partial indexes because it only indexes a subset of documents in the collection and therefore does not profile a full view of arrayness. Currently sparse indexes are not excluded because a document contributes to multikeyness in a sparse index even if it does not contribute any keys to that index. Since that will be changing in SERVER-135262, we should exclude sparse indexes like we do for partial.
