Fix BF-47021 by making Linux mongo_rust_shared_library honor simple_build_id. Use the C++ build identity and disable the linker’s default build ID so core analysis can pair stripped Rust libraries with symbols from the separate archive_dist_test_debug build.

Add message_filter_plugin_build_id_test to build the actual plugin in both CI link modes, verify matching binary and debug IDs, and compare loadable section bytes. Stage configured outputs at distinct runfiles paths and include toolchain runtime libraries for isolated execution. Include the regression in Evergreen’s plugin unit-test task.
