Overview

Extend the IBM cross-compilation work in DEVPROD-43701 to the crypt build pipeline for Z Series (s390x) and Power (PPC64LE). Move crypt compilation and linking to dynamically allocated ARM64 Linux hosts using the cross-build approach already used for server builds.

Scope

• Audit the IBM crypt build variants and tasks, including crypt_create_lib, for compilation, linking, and packaging that still depend on native IBM hosts.
• Reuse the appropriate cross toolchains and target sysroots to build crypt_shared artifacts for s390x and PPC64LE on ARM64 hosts.
• Update task placement, dependencies, and artifact transfer so existing native IBM tests consume the cross-built artifacts.
• Preserve target architecture and distribution compatibility, artifact names, packaging, and publication gates. Identify and cover the affected release branches in the epic.

Acceptance Criteria

• IBM crypt compilation and linking run on dynamically allocated ARM64 hosts for both s390x and PPC64LE.
• Evergreen patches demonstrate successful crypt builds and existing native validation against the cross-built artifacts on the affected variants.
• Packaging and publication continue to produce the expected IBM crypt artifacts with their existing validation gates.
