The top level SConstruct has many stale sections of code, related to things like pushing to s3, which we have decided is no longer within the purview of the build system, running astyle, and who knows what else.

All legacy code should be scrubbed out of the SConstruct, as well as the miscellaneous top level SConscripts and the contents of the buildscrips directory.
