Make minimum Windows build version Vista/2008

      Since Windows XP, and Windows 2003 is not supported, we need to remove various build remnants.

      1. --win-version-min=[vista|win8|win7|xpsp3|ws03sp2|ws08r2] needs to have xpsp3, and ws03sp2 removed
      2. Remove the SUBSYSTEM:CONSOLE,5.01 switch since XP is not supported.
      3. Things in the installer builder?
