Use NamespaceString instead of std::string for fully-qualified namespaces

      Currently, pretty much everywhere throughout the sharding code we are using std::string for fully-qualified collection names, except in the commands where we have been more strict.

      This ticket is so we replace all those usages with NamespaceString.
