Configure base port for allocatePorts() helper from mongo shell invocation

      Would be nice to have the allocatePorts() function use something like TestData.startPort as the base port instead of hardcoding 31000. Doing so would allow resmoke.py to give disjoint port ranges to each mongo shell run in parallel.
