WT as a default / Encrypted storage should follow the replica set primary configuration in order to achieve better consistency

1) Adding WT by defaults to an existing MMS environment is not recommended by our best practices.

2) The Encrypted storage by default should require an explicit consent from DBA on adding insecure members.

The above indicates a pattern and should be address in a way that enabled the respective team to introduce a complete feature.
