Problem:
During a rs.stepDown() the following was seen in the logs

Sun Oct 10 21:55:19 [conn4266] Assertion: 13312:replSet error : logOp() but not primary?

Eng team say this can be safely ignored. If so, lets remove the message or at least change it to a DEBUG or INFO with better text.

Workaround:
Ignore the assert
