command_user_defined_roles.js incorrectly modifies db and collection names of privileges

      command_user_defined_roles.js sets db and collection names to empty strings while running the test cases, so that on the second pass through the test cases when using a sharded environment, the db and collection names names are incorrect and tests can fail falsely.
