Enable the balancer for sharded concurrency tests

      We should enable the balancer for sharded concurrency tests to increase test coverage of distributed lock code, chunk code, etc.

      The balancer is currently disabled because the ShardingTest helper automatically calls stopBalancer() if a truthy 'enableBalancer' property is not passed to ShardingTest().
