add a task that depends on push on linux-64 that runs various Jira accounting tasks to create new fixVersions, mark existing fixVersions as complete, and open jira tickets as part of the release workflow.

These scripts are/should be safe to run on every build, and should exit without error if there's no work to be done for a given build, based on the version number provided as part of the build.
