eliminate electionTimeoutOffsetLimit from the replica set config, in favor of splitting the electionTimeoutMillis internally

      electionTimeoutOffsetLimit should be a settable server parameter.
      Also, we should calculate the default based on the current electionTimeoutMillis, if it is not overridden via the parameter. electionTimeoutOffsetLimit should be 15% of the value of electionTimeoutMillis.
