Add a simple limit to the amount of uncommitted snapshots

      We currently sleep for 1ms between each snapshot to throttle them. This will be made adaptive to sleep longer if there are many outstanding uncommitted snapshots. If the number is above some threshold, we will stop creating new snapshots completely until some of them are cleaned up.
