Convert 0_test_launching.js into a self-test for the multiversion framework

      We should remove the "oldest-supported" binVersion as a concept because no other tests rely on it. Instead, 0_test_launching.js should be changed to try and start "latest" and "last-stable".

      Additionally, we should update etc/evergreen.yml to not download versions 1.8, 2.0, and 2.2.
