Make all CSRS config server reads retry on notMaster and network errors

      Currently none of the config server reads are being retried on notMaster (for read preference PrimaryOnly) or network errors.

      All these calls end up in ShardRegistry::exhaustiveFindOnConfig and should be made to retry on the above errors.
