Modify MongoRunner to add enableMajorityReadConcern flag based on jsTestOptions

      To do readConcern: majority testing we have to enable it with the --enableMajorityReadConcern flag. Some tests launch mongod through the MongoRunner interface (ShardingTest and ReplSetTest) and are blacklisted from the passthrough tests.

      A method similar to how audit testing is enabled in SERVER-14191 should be used.
