Connection is slowly when the first config server is down

      Hello,
      When the first config is down, The database connection is very slow such describe here : https://groups.google.com/forum/?utm_medium=email&utm_source=footer#!msg/mongodb-user/08LoXPifM5w/dd5jLs4lBAAJ

      But i am on V3.0.6 with SCRAM-SHA-1 authentication macanism.
      When the config is down i have these logs :

      2015-11-17T12:03:21.985+0100 I NETWORK  [conn1601] end connection 10.7.104.235:35379 (19 connections now open)
2015-11-17T12:03:23.200+0100 W NETWORK  Failed to connect to 10.7.104.239:27019 after 5000 milliseconds, giving up.
2015-11-17T12:03:23.200+0100 W SHARDING  couldn't check dbhash on config server docrecclients01-config1:27019 :: caused by :: 11002 socket exception [CONNECT_ERROR] server [config1:27019] connection pool error: couldn't connect to server docrecclients01-config1:27019 (10.7.104.239), connection attempt failed
