SpiderMonkey fails to build in debug mode on Linux s390x

      There isn't a s390x JIT compiler in SpiderMonkey yet. Building on s390x means the IonMonkey JIT compiler must be disabled. An opt build works fine, but when building in debug mode, compilation fails. There is an upstream fix for this issue but it hasn't been ported to moz38 yet:

      Patching the mozjs38 code in MongoDB with the upstream commit allows the debug build to work.
